  At least the effect is symmetrical. The forearm and wrist of the hand holding the "camera" is distorted as well. Clearly, the person who altered the original is a novice with PS. I would have made 2 copies of the original and spawned a total of 3 layers. The bottom layer I would leave alone. The 2nd layer I would make the desired "adjustments" to the girl's bust. the Third layer would have everything deleted but her left arm and hand. After I bumped her bust a couple of cup sizes on the 2nd layer, all that would remain would be to flatten the image. However, she SHOULD have held har left forearm and hand a bit forward of her bust so that he bust could have reasonably been occluded by her arm.
